针对我国稳步推进的节水工作需求,基于自然-社会二元水循环基本规律,界定了极限节水潜力内涵,系统分析农业、工业、生活用水和耗水过程,明晰影响各业用水的主要影响因素,从取用节水和资源节水两方面提出存量用水的极限节水潜力计算方法,以京津冀地区为试点进行了试算,界定了未来一段时期区域节水量,得出京津冀区域节水潜力有限的结论,进一步结合分析结果提出了区域节水管理的具体建议。利用该方法可科学界定区域或流域存量用户节水潜力,明晰节水目标,为区域水资源管理提供借鉴。

Aiming at the demand of water-saving in China, the connotation and method of limitation of water-saving potential are studied. Based on the basic rules of nature-society dualistic water cycle theory, the paper defines the connotation of limitation of water-saving potential and analyzes the process of agricultural, industrial and domestic water usage and water consumption. Mean while, our team exposes the main influencing factors of water use in various industries and puts forward the calculation method of the limitation of water-saving potential from the aspects of water saving by taking and resources. Taking Jing-Jin-Ji as a pilot, the quantity of regional water-saving in the future is calculated and the result that there is no much water-saving potential is concluded in Jing-jin-ji region. At last based on the results, the paper puts forward specific suggestions on Jing-Jin-Ji regional water management. This method could be used to define the water-saving potential of regional or basin users, and clarify the objectives of water-saving, so as to provide reference for regional water resources management..
